Formally established in June 2022, the Hong Kong University of Science and Technology (Guangzhou)(HKUST(GZ)) is a cooperatively-run university between the Chinese mainland and the Hong Kong Special Administrative Region. HKUST(GZ) has obtained approval from the Ministry of Education (MoE) and become the first legally-independent educational institution co-established by the Mainland and Hong Kong since the announcement and implementation of the “Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area” and the “Overall Plan for Deepening Globally Oriented Comprehensive Co-operation amongst Guangdong, Hong Kong and Macao in Nansha of Guangzhou”. In response to the increasingly complex challenges faced by the rapidly changing world, HKUST(GZ) adopts a brand-new and cross-disciplinary academic structure featuring “Hub” and “Thrust” to substitute the conventional one characterized by “school” and “department”, facilitating cross-disciplinary integration while vigorously developing emerging and frontier disciplines. This is a groundbreaking move in the higher education community across the globe.
The Deputy Head of Academic Registry Services plays a vital role in the academic administration of HKUST(GZ). This leadership position is responsible for overseeing student records management, supporting academic policies, and providing strategic assistance to various committees. The successful candidate will be a proactive leader with a strong commitment to student success and a passion for optimizing academic registry operations.
Duties:
The Department of Academic Registry Services (ARS) is looking for a well-qualified candidate to fulfill the following responsibilities:
• Leadership and Management: Assist in the strategic planning and supervision of the Academic Registry team, promoting a collaborative and high-performance culture.
• Operational Planning: Formulate operational plans in alignment with the strategic development of the University to ensure effective registry services.
• Registry Services Management: Manage and monitor the planning, coordination, and delivery of registry services and operations, including program registration, class scheduling, course registration, exam scheduling, examinations, grades, graduation, certification of qualifications, and student records.
• Policy Development: Contribute to the formulation, implementation, and review of academic policies and procedures in compliance with institutional goals and regulatory standards.
• Student Records Oversight: Ensure the accuracy, confidentiality, and integrity of student records while facilitating processes related to program registration, course enrollment, examinations, grades and graduations.
• Committee Support: Provide administrative support to academic committees.
• Data Analysis and Reporting: Analyze academic data to inform decision-making and prepare reports for stakeholders, monitoring key performance indicators.
• Technology Integration: Represent key users of student information systems and other relative systems as well as collaborating with technical IT teams to design, develop, enhance and maintain effective system performance.
• Stakeholder Engagement: Communicate with various university units and stakeholders to deliver effective registry services and foster collaboration with students, faculty, staff and external partners.
• Cross-Campus Collaboration: Collaborate with counterparts at the Clear Water Bay (CWB) Campus on the integration of practices across the two campuses and manage cross-campus arrangements.
• Addressing Student Issues: Address relevant student issues in collaboration with various academic and administrative units to enhance the student experience.
• Privacy Compliance: Ensure the privacy of student data in compliance with legal requirements and institutional policies.
• Quality Assurance: Implement quality assurance measures to enhance the effectiveness and efficiency of academic registry services and participate in institutional reviews and audits.
• Training and Development: Organize training for registry staff, supporting their professional growth and enhancing operational effectiveness.
• Budget Management: Assist in the preparation and monitoring of the budget for Academic Registry Services, ensuring financial sustainability.
• Other Duties: Perform any other duties and responsibilities as assigned by supervisors.
• A master’s degree in higher education administration, business administration, public administration, or a related field.
• Over 10 years of significant experience in academic administration or registry services within an international higher education setting(s).
• Proven leadership experience, including managing teams and projects.
• In-depth understanding of academic policies, procedures, and regulations.
• Proficiency in student information systems (SIS) and data management tools related to the Academic Registry Services.
• Strong analytical skills with the ability to interpret and present data effectively.
• Excellent verbal and written communication and presentation skills both in Chinese and English with a strong commitment to ethical practices, confidentiality, and integrity.
• Sensitive to people from all cultures and walks of life.

The appointee will be stationed at the GZ Campus. To ensure consistency and integration of practices across the two campuses, he/she may be required to travel to the Clearwater Bay campus from time to time, as needed.
This is a Mainland appointment, and the appointee will be offered a contract by HKUST(GZ) entity in accordance with the Mainland labor laws and regulations. Starting salary will be commensurate with qualifications and experience.
